Perry Davis, PE, PLS
CEO/President
Read Bio
Perry is the President of Cape Fear Engineering, Inc. and one of the founders of the company.
Perry’s main focus includes oversight of the progression of employees and the development of the company in its evolving market areas. Perry attended North Carolina State University’s prestigious College of Engineering where he graduated with a Bachelor of Science in Civil Engineering.
Having almost three decades of experience in engineering, land surveying and project management has allowed Perry to establish long term relationships with clients, regulatory officials and fellow professionals.
Over the years, Cape Fear Engineering has grown from a 400 square foot garage to a 15,000 square foot office space that hosts one of the largest civil engineering and land surveying firms in Brunswick County.
When not at work, Perry enjoys spending time with his wife and three kids, listening to Jimmy Buffet, and working on one of his classic vehicles. He is also involved in numerous professional and charitable organizations that keep him actively involved in the community.
Matthew Haley, PE
Vice President/Director of Engineering

Graduating as Valedictorian in North Carolina State University’s Civil Engineering Department is only the beginning of Matt’s notable accomplishments.
Since joining Cape Fear Engineering (CFE) in 2007, Matt has used his strong leadership skills to grow through the company ranks from an entry level Engineering Intern (EI) to the Director of Engineering where he oversees and manages the daily operations of CFE’s Engineering Department Staff.
Matt is dedicated to providing all of CFEs clients with quality designs in a timely and cost-effective manner. He has more than 8 years of project design experience ranging from utility extensions for local municipalities, large-scale private residential developments, small and large commercial sites, to Design/Build Military Projects.
As a civil engineer he has designed roadways, water distribution systems, low pressure sewer systems, sewer pump stations and forcemains, gravity sewer collection systems, and storm water collection systems. Matt is involved with the Society of American and Military Engineers (SAME) where he is a member of the Cape Fear, Coastal Carolina, and Ft. Bragg posts.
Outside of work Matt can be found playing golf, supporting the Wolfpack at football games, relaxing at the beach, and spending time with his wife and two beautiful daughters.
Jeff Williams, CPA
CFO

Jeff joined Cape Fear Engineering in 2004 after a successful career as an audit manager in public accounting for McGladrey and Pullen.
He has over 20 years of experience which has provided him with the skillset to determine appropriate changes to improve efficiency and overall company growth.
As the Chief Financial Officer Jeff is responsible for managing the day to day operations of the accounting and administrative support staff. He is also involved with business development and maintaining client relationships. Jeff is fully engaged in Cape Fear Engineering’s cost estimating and proposal efforts.
He graduated from the University of North Carolina Charlotte with a Bachelor of Science in Accounting.
Jeff has dedicated many years of volunteering as an Assistant Scout Master with Boy Scout Troop 13 while his son earned his rank as an Eagle Scout. He also enjoys saltwater fishing and spending time with his wife and daughter.
Howard Stocks, PLS
Survey Manager

With over 20 years of experience, Howard manages the land surveying department at Cape Fear Engineering.
Having supervised several crews simultaneously he utilizes effective time-management and organizational skills to schedule survey crews daily. Howard makes knowledgeable decisions in support of the survey department based on his extensive hands-on experience in the field.
Howard reviews construction documents and participates in planning current and future projects. As a Professional Land Surveyor he applies his vital skills of mapping single and dual frequency GPS systems to all projects including federal, municipal, residential and commercial developments.
Throughout his years of experience, Howard has become fluent in record research and boundary line analysis, control traverse adjustments, construction stake-out computations, hydrographic surveying, topographic surveying and volume calculations.
Howard is actively involved in his community where he is a volunteer coach for both Dixie Boys Baseball and Dixie Softball for Girls. He enjoys attending church, spending time with his family, and watching college and high school sports.

Jason Fisher, PLS
Survey Manager/GIS Specialist

Jason joined Cape Fear Engineering over 10 years ago after graduating with a Bachelor of Science in Forest Management from North Carolina State University. Jason is a licensed Professional Land Surveyor in North Carolina.
As one of our most experienced surveyors Jason not only provides leadership, but supervises crews as well as performs all facets of engineering design surveys, GIS surveys, American Land Title Association (ALTA) surveys, as-built and loan surveys.
Jason currently works in not only residential and commercial development, but also heads our GIS department. He provides detailed GIS services in support of Cape Fear Engineering’s federal division.
Outside of work Jason is an avid NC State Wolfpack fan and enjoys spending time with his wife and two sons.
Dylan Buckley, PLS
Survey Manager

Dylan holds an ABA in Aviation Business Management and an AOS in Pilot Career Technology, reflecting his diverse and technical education background.
Since joining Cape Fear Engineering in 2007, Dylan Buckley has advanced to Survey Manager, where he leverages his expertise and leadership skills to oversee multiple CFE survey crews. A highly skilled Professional Land Surveyor with extensive hands-on field experience, he expertly manages daily scheduling, ensuring projects run smoothly and efficiently. His strategic decision-making is rooted in a deep understanding of surveying practices, benefiting the entire survey department.
Dylan plays a crucial role in reviewing construction documents and contributes to planning for both current and upcoming projects. On land, in the air or the sea, his mastery of various surveying tools and technologies allows him to deliver precise mapping for a wide range of projects, including federal, municipal, residential, and commercial developments.
Beyond technical mapping skills, he is adept in record research, boundary line analysis, and control traverse adjustments. His expertise extends to construction stake-out computations, hydrographic surveying, topographic surveying, and volume calculations.
When out of the office and not in the field, Dylan spends time enjoying the outdoors with his wife and two children.
Michael Raup, PE
Geotechnical, CMT, & Special Inspections Manager

Michael’s passion for precision and quality have been a driving force behind some of our most complex geotechnical projects.
With a Master of Science in Civil Engineering from the University of Tennessee and over a decade of industry experience, Michael blends academic expertise with practical know-how to tackle a wide array of geotechnical and construction testing challenges.
In his role as Geotechnical Engineer and CMT and Special Inspections Manager, Michael brings a broad range of expertise, from analyzing ground stability to assessing soil and rock conditions. He has worked on major projects with organizations like NCDOT, Duke Energy, and the Department of Defense.
Michael also excels in managing projects, coordinating teams, and estimating costs. His technical skill and strong organizational abilities ensure smooth and accurate project execution. Michael’s keen attention to detail and clear communication make him a key player in delivering effective and innovative solutions.
Outside of the office, Michael is kept busy by chasing his two boys around.
Michael House, PE
Project Manager

Michael House is one of Cape Fear Engineering’s key Design Engineers.
Michael joined Cape Fear Engineering in 2014 after graduating from North Carolina State University with a Bachelor’s of Science in Biological and Agricultural Engineering degree.
Since he joined Cape Fear Engineering, Michael has been responsible for design and permitting of stormwater collection systems and treatment BMPs, water distribution systems, sewer collection systems, and erosion control plans. Michael’s work experience has included residential subdivisions, commercial, and government projects.
Prior to graduation from NC State, he spent a summer as an intern in Tennessee where he worked as a surveyor and environmental technician for stream restoration projects. Michael also successfully designed and constructed a bioretention cell for a local co-op in Wilmington, NC as part of his Senior Design Course at NC State.
When he is not fishing or spending time with his friends, Michael can be found at any NC State sporting event cheering on the Wolfpack.
Mason Manhertz, PE
Project Manager

Mason is a key Design Engineer at Cape Fear Engineering. Meticulous attention to detail and technical proficiency makes him a key player in both design and construction projects.
Holding a Bachelor of Science in Civil Engineering from North Carolina State University, Mason has been a valuable member of the Cape Fear team since 2016, making a significant impact through his work.
Mason excels not only in designing and permitting vital infrastructure, but also in project management. He skillfully oversees the entire project lifecycle, from crafting erosion control plans to managing construction inspections. His diverse project portfolio spans municipal, residential, commercial, and government sectors, demonstrating his versatility and comprehensive skill set.
Always ready to tackle new challenges, Mason’s passion for engineering and commitment to quality shine through in every project he undertakes, making him an invaluable asset to Cape Fear Engineering.
Outside of work, Mason leads a very active life; he enjoys traveling, playing volleyball, biking around downtown Wilmington, and socializing with friends.
Drew Daymond, PG
Professional Geologist

Drew is not your average Professional Geologist; he’s a powerhouse of expertise and innovation registered in three states—North Carolina, South Carolina, and Tennessee.
With a Master’s in Geology from Auburn University, Drew is a cornerstone of the Cape Fear Engineering team, where he shines as an Environmental Services Specialist bringing over seven years of valuable experience in geology, geotechnical and environmental consulting, Phase I and Phase II Environmental Assessments, geotechnical and subsurface investigations, hydrogeological studies, and remediation design.
Additionally, Drew is skilled in special inspections, project management, and QA/QC support during construction, ensuring that all projects adhere to the highest standards of quality and compliance.
Drew’s commitment to excellence and his ability to navigate complex environmental and geotechnical challenges make him a valuable asset to any team. His proactive approach and expertise ensure that projects are executed with precision and delivered successfully.
Outside of work, you can find Drew at the golf course, watching college football (WAR EAGLE!) and spending time with his friends and family.
James Davis
Director of Business Development

As a licensed general contractor James adds a unique perspective to Cape Fear Engineering’s vertical and horizontal design efforts.
James holds a Bachelors of Arts in Business Management from North Carolina State University.
James leads the business development division where he helps generate effective marketing and management strategies for each department and is a large part of Cape Fear Engineering’s philanthropic efforts.
He has worked in all facets of construction including utility and stormwater installations, dam and pond construction, and roadway design-build projects. Along with other business development efforts, James has been instrumental in the creation and oversight of Cape Fear Engineering’s construction inspection department. James is responsible for the scheduling and execution of all periodic construction inspections and for reporting inspection findings back to the engineering department.
James truly enjoys working with charities that support our military. He has spent many years helping organize events, fundraise and bring awareness to numerous foundations in an effort to give back to the brave men and women who fight for our freedom.
H. Scott Kennedy, Jr
Design Support & Safety Officer

Scott Kennedy is a civil engineering and surveying designer and also serves as Cape Fear Engineering’s Corporate Safety Officer.
Scott joined Cape Fear Engineering in 1997 and has over 25 years of experience in the civil engineering and land surveying fields.
Scott is experienced in site design and permitting and is proficient in preparing boundary surveys, wetlands surveys, easement surveys, and subdivision plats.
As Safety Officer, Scott is responsible for leading mandatory weekly safety meetings and for coordinating with onsite contractor safety managers to ensure that Cape Fear Engineering Employees comply with all safety and health regulations.
Scott is a graduate from the University of North Carolina at Wilmington with a Bachelors of Arts degree. Scott is an avid UNCW Seahawks fan and also serves as grill master and country chef extraordinaire for Cape Fear Engineering’s many social gathering
