Perry Davis, PE, PLS
Perry is the President of Cape Fear Engineering, Inc. and one of the founders of the company. Perry’s main focus includes oversight of the progression of employees and the development of the company in its evolving market areas. Perry attended North Carolina State University’s prestigious College of Engineering where he graduated with a Bachelor of Science in Civil Engineering.
Having almost three decades of experience in engineering, land surveying and project management has allowed Perry to establish long term relationships with clients, regulatory officials and fellow professionals.
Over the years, Cape Fear Engineering has grown from a 400 square foot garage to a 15,000 square foot office space that hosts one of the largest civil engineering and land surveying firms in Brunswick County.
When not at work, Perry enjoys spending time with his wife and three kids, listening to Jimmy Buffet, and working on one of his classic vehicles. He is also involved in numerous professional and charitable organizations that keep him actively involved in the community.
Jeff Williams, CPA
Jeff joined Cape Fear Engineering in 2004 after a successful career as an audit manager in public accounting for McGladrey and Pullen. He has over 20 years of experience which has provided him with the skillset to determine appropriate changes to improve efficiency and overall company growth.
As the Chief Financial Officer Jeff is responsible for managing the day to day operations of the accounting and administrative support staff. He is also involved with business development and maintaining client relationships. Jeff is fully engaged in Cape Fear Engineering’s cost estimating and proposal efforts.
He graduated from the University of North Carolina Charlotte with a Bachelor of Science in Accounting.
Jeff has dedicated many years of volunteering as an Assistant Scout Master with Boy Scout Troop 13 while his son earned his rank as an Eagle Scout. He also enjoys saltwater fishing and spending time with his wife and daughter.
Matthew Haley, PE, LEED GA
Director of Engineering
Graduating as Valedictorian in North Carolina State University’s Civil Engineering Department is only the beginning of Matt’s notable accomplishments. Since joining Cape Fear Engineering (CFE) in 2007, Matt has used his strong leadership skills to grow through the company ranks from an entry level Engineering Intern (EI) to the Director of Engineering where he oversees and manages the daily operations of CFE’s Engineering Department Staff.
Matt is dedicated to providing all of CFEs clients with quality designs in a timely and cost-effective manner. He has more than 8 years of project design experience ranging from utility extensions for local municipalities, large-scale private residential developments, small and large commercial sites, to Design/Build Military Projects.
As a civil engineer he has designed roadways, water distribution systems, low pressure sewer systems, sewer pump stations and forcemains, gravity sewer collection systems, and storm water collection systems. Matt is involved with the Society of American and Military Engineers (SAME) where he is a member of the Cape Fear, Coastal Carolina, and Ft. Bragg posts.
Outside of work Matt can be found playing golf, supporting the Wolfpack at football games, relaxing at the beach, and spending time with his wife and two beautiful daughters.
Howard Stocks, PLS
With over 20 years of experience, Howard manages the land surveying department at Cape Fear Engineering. Having supervised several crews simultaneously he utilizes effective time-management and organizational skills to schedule survey crews daily. Howard makes knowledgeable decisions in support of the survey department based on his extensive hands-on experience in the field.
Howard reviews construction documents and participates in planning current and future projects. As a Professional Land Surveyor he applies his vital skills of mapping single and dual frequency GPS systems to all projects including federal, municipal, residential and commercial developments.
Throughout his years of experience, Howard has become fluent in record research and boundary line analysis, control traverse adjustments, construction stake-out computations, hydrographic surveying, topographic surveying and volume calculations.
Howard is actively involved in his community where he is a volunteer coach for both Dixie Boys Baseball and Dixie Softball for Girls. He enjoys attending church, spending time with his family, and watching college and high school sports.
Michael Tackett, PLS
Mike is one of Cape Fear Engineering’s Survey Department Managers with over 26 years of experience in land surveying and engineering fields.
His role as Survey Department Manager include the daily coordination and oversight of field crews, scheduling survey activities, and coordination with contractors and clients. Mike is also responsible for interfacing directly with the Engineering Department.
Mike is extremely knowledgeable and proficient in using conventional and GPS equipment as well as providing GIS deliverables to government, and municipal clients. His extensive experience in land surveying stretches from wetlands, boundary, topographic, control, construction staking and ALTA/ACSM surveys.
He began his land surveying career while enlisted in the US Army and stationed at Fort Bragg, NC. Upon exiting the Army, he obtained his Professional Land Surveyors (PLS) license.
Mike is a dedicated golfer who also enjoys playing billiards and competing in the APA. He spends his time off fishing, hunting and competing in the International Defensive Pistol Association matches.
Director of Business Development
As a licensed general contractor James adds a unique perspective to Cape Fear Engineering’s vertical and horizontal design efforts. James holds a Bachelors of Arts in Business Management from North Carolina State University.
James leads the business development division where he helps generate effective marketing and management strategies for each department and is a large part of Cape Fear Engineering’s philanthropic efforts.
He has worked in all facets of construction including utility and stormwater installations, dam and pond construction, and roadway design-build projects. Along with other business development efforts, James has been instrumental in the creation and oversight of Cape Fear Engineering’s construction inspection department. James is responsible for the scheduling and execution of all periodic construction inspections and for reporting inspection findings back to the engineering department.
James truly enjoys working with charities that support our military. He has spent many years helping organize events, fundraise and bring awareness to numerous foundations in an effort to give back to the brave men and women who fight for our freedom.
Elizabeth Nelson, PE
Elizabeth, one of Cape Fear Engineering’s project Engineers, joined in 2012 and brought with her an extensive background in engineering and quality control. She graduated from Clarkson University with a Bachelor of Science degree in Civil and Environmental Engineering and has 20+ years of experience.
Currently Elizabeth leads our environmental and coastal engineering division. She oversees all of Cape Fear Engineering’s CAMA and FEMA permitting efforts.
Elizabeth’s familiarity with federal, state, and local standards make her an invaluable asset to our Engineering department. She is not only able to ensure clients understand the regulations that apply to their project but she is also able to provide them with a final design that adheres to applicable rules and is within their budget and schedule.
Elizabeth enjoys spending time with her husband and three kids, boating, and living an active lifestyle.
Jennifer Williams, PE
Jennifer is one of Cape Fear Engineering’s Project Engineers and joined the company in 2012 after spending a year and half backpacking the world with her husband. She graduated from Texas A&M University with a Bachelor of Science in Civil Engineering.
Jennifer’s background is in utility design and planning for municipal and commercial clients. Her responsibilities at Cape Fear Engineering include designing and permitting water distribution systems, sanitary sewer collection systems, erosion and sedimentation control plans, and stormwater management systems.
She is well organized and holds an exceptional eye for detail which assures that the construction phase of the project is carried out as efficiently as possible. Jennifer’s impressive AutoCAD skills and willingness to share her knowledge are of great worth to not only her clients, but also come as an invaluable asset to our engineering department.
In her free time Jennifer enjoys traveling with her husband, surfing, snowboarding, and taking her dog Ziggy to the beach.
Jason Fisher, PLS
Jason joined Cape Fear Engineering over 10 years ago after graduating with a Bachelor of Science in Forest Management from North Carolina State University. Jason is a licensed Professional Land Surveyor in North Carolina.
As one of our most experienced surveyors Jason not only provides leadership, but supervises crews as well as performs all facets of engineering design surveys, GIS surveys, American Land Title Association (ALTA) surveys, as-built and loan surveys.
Jason currently works in not only residential and commercial development, but also heads our GIS department. He provides detailed GIS services in support of Cape Fear Engineering’s federal division.
Outside of work Jason is an avid NC State Wolfpack fan and enjoys spending time with his wife and two sons.
H. Scott Kennedy, Jr
Design Support & Safety Officer
Scott Kennedy is a civil engineering and surveying designer and also serves as Cape Fear Engineering’s Corporate Safety Officer. Scott joined Cape Fear Engineering in 1997 and has over 25 years of experience in the civil engineering and land surveying fields.
Scott is experienced in site design and permitting and is proficient in preparing boundary surveys, wetlands surveys, easement surveys, and subdivision plats.
As Safety Officer, Scott is responsible for leading mandatory weekly safety meetings and for coordinating with onsite contractor safety managers to ensure that Cape Fear Engineering Employees comply with all safety and health regulations.
Scott is a graduate from the University of North Carolina at Wilmington with a Bachelors of Arts degree. Scott is an avid UNCW Seahawks fan and also serves as grill master and country chef extraordinaire for Cape Fear Engineering’s many social gathering
Dylan Buckley, SI
Survey Crew Chief
Dylan began his land surveying career with Cape Fear Engineering in 2007. He is pursuing his professional licensure in surveying and is currently an SI.
As senior party chief he performs topographic surveys, construction staking, boundary surveys, wetland flagging, utility and roadway staking, quantity take offs, staking calculations and establishes control points. With an exemplary eye for detail, Dylan is involved with multi-story building layout efforts.
Dylan also has experience working with Carlson, AutoCAD, and ArcGIS. His reliability and willingness to go the extra mile have made Dylan an excellent leader in Cape Fear Engineering’s survey department.
Dylan enjoys spending time with his wife and their new son, doing coastal activities, and going to the Outer Banks for fishing trips.
Charles Justice, SI
Survey Crew Chief
Charles’s decade and a half of survey experience provides invaluable leadership in our survey department. He joined Cape Fear Engineering in 2004 and has progressed to senior party chief and construction inspector. Charles is also pursuing his Professional Land Surveyor’s licensure and is currently an SI.
Charles supervises and performs SUE, topographic surveys for residential and commercial design, deed research, boundary and elevation surveys, residential subdivision layout, commercial construction stake-out for roadway and utility projects and construction inspection for federal, residential, and commercial water and sewer systems.
Charles enjoys hunting, fishing and spending time with his family.
Director of Marketing
Geena began her Cape Fear Engineering career in 2008 through summer internships while attending high school and college. After graduating with a Bachelor of Science degree from the University of North Carolina at Wilmington, she became a full-time employee.
Along with bringing an enthusiastic spirit and willingness to learn to our marketing and business development efforts, Geena is intimately involved in Cape Fear Engineering’s philanthropic efforts and represents our firm at professional meetings and events.
She spearheaded the task of updating our company website including working with local designers and photographers to ensure our company is up to date technologically and participative in social media outlets.
Geena is also instrumental in developing leads for new design opportunities, preparing qualification packages for submittals to municipalities and other agencies, and establishing relationships with new and existing clients.
Geena is “mom” to Maverick, one of our office mascot dogs, and in her off time, enjoys volunteering with her church youth group, going to country concerts, and boating with her family and friends.
Ziggy & Maverick
Maverick Davis and Ziggy Williams joined Cape Fear Engineering in 2013 after graduating from the reputable Davis Obedience School for Canines and the Williams Nugget Training Academy. Ziggy is a well-behaved Goldendoodle with special training in gate opening tactics. Maverick is an Airedale Terrier with a deep bark and impressive trashcan sniffing abilities.
Since joining Cape Fear Engineering they have formed the first Security Department where they are co-directors. Their daily tasks include greeting visitors at the door, locating treats hidden in cabinets, and testing the durability of braided ropes.
When he is not working Ziggy enjoys playing with his red ball, riding jet-skis, and staying active.
In his free time Maverick appreciates a juicy mud puddle and any animated movie.
